Hauge’s Synod Mission, American Lutheran Mission, Norwegian Missionary Society and Finnish Missionary Society established the Central China Union Theological Seminary (CCULTS, 華中聯合信義神學院) in Shekow, Hubei, China. Dr. O. R. Wold (伍禮德博士), an American Norwegian, was the first President.
CCULTS was renamed as the Lutheran Theological Seminary (LTS, 信義神學院).
Due to the ongoing political instability, approximately 70 in total faculty members, students, and affiliated fellows boarded a train going southward, arriving in Hong Kong on 1 December 1948. On 6 December, 41 students resumed their classes in Tao Fung Shan Christian Centre.
LTS bought a children's home in Pak Tin village, Shatin and the adjacent lands for a permanent campus. Classes started in September.
The Evangelical Lutheran Church of Hong Kong (ELCHK) took over the management of LTS from the mission organizations. The mission organizations continued to provide financial and teaching support.
Dr. Andrew Hsiao was appointed as the first Chinese President of LTS.
Through the cooperation of ELCHK, the Chinese Rhenish Church Hong Kong Synod, the Tsung Tsin Mission of Hong Kong and the Taiwan Lutheran Church, a united Lutheran theological seminary was established. The Chinese name of the Seminary was renamed as "信義宗神學院".

12 March 1981, LTS received a notice from the Lands Department stating that the government had decided to resume the entire land lease of Pak Tin village for development purposes.

LTS launched the campus relocation project under the theme "Pilgrimage of Faith".
The Christian Mission to the Buddhists, through the Tao Fong Shan Christian Centre, donated seven acres of land located at Tao Fung Shan to LTS on 8 December, 1987, for the building of a new campus.
The dedication ceremony for the new campus was held on 29 November, 1992.
The construction project, costing nearly 70 million dollars, was finally completed. The spring semester began at the new campus on 1 February, 1993.
LTS has been established for over a century. We continue to follow in the footsteps of our predecessors, fulfilling the mission entrusted by the Lord. We adapt to the times, training faithful servants for churches and seminaries, equipping Christian leaders, and always shining the light of the Lord.
